DUTIES AND RESPONSIBILITIES
General:
Unless specifically mentioned in the succeeding contents, the personnel shall:
1. Perform as Committee Lead assigned by the Head of Engineering Department;
2. Coordinate with the various department Committees to improve work efficiency;
3. Take full responsibility and accountability over the assigned projects;
4. Take active participation in the programs of the Engineering Department;
5. Ensure that all cost and time-related concerns are discussed with the Engineering Vice President and obtained approval before execution;
6. Always perform the assigned tasks with full integrity, driven with passion and result oriented.
7. Has the capacity to lead, influence and coach a team;
8. Has a keen understanding of Building Operation and Management
9. Commit full compliance to company and department policies & processes; and
10. Perform other duties that may be assigned from time to time.
A. Pre-construction Phase
a. In coordination with the Cluster Head of the Project Development Group assigned to the project, seek official confirmation on the commencement of the development.
b. Using the approved manpower requirement allocation, coordinate with Project Control Officer on manpower requirement/s for project deployment.
c. In coordination with the Cluster Head or its representative from the Project Development Group, Quantity Surveying and Procurement Group (QSPG) of the department, ensure that the Project Authorization Order (PAO) is submitted and approved on time.
d. Coordinate with the Schedule and POC Committee the construction and turnover schedules of the project.
e. Coordinate with the assigned Committee on the procurement timeline and ensure that program is achieved.
f. Be able to present to higher management and/or assigned Committee, plan to implement the project/s construction giving consideration on the effects of all factors such as project risk, procurement, contractors, project stakeholders, government requirements, etc.
g. Conduct site inspection and determine the current condition of the project site and surrounding areas that will have a significant impact on construction execution.
h. In coordination with Engineering Design Management and Review Group (EDMRG), ensure that all Technical Due Diligence (TDD) studies are available and in the possession of engaged Engineering consultants.
i. Be able to interpret the TDD studies and coordinate with the EDMRG Head the results that may impact the design and construction of the development. Ensure that such detrimental findings are reported and the required design considerations are reflected in all drawings.
j. In coordination with the Project Management Senior Manager and/or Project Management Manager, shall ensure that all project secured copies of approved Plans, Designs & Specifications, Contract Agreements, Letter of Awards (LOA), Notice to Proceed (NTP) and all related documents that will enable the project to execute contract management orderly.
k. Ensures that all assigned projects undergo value engineering, identification of cost saving items and tracking of its attainment during project implementation stage.
l. Attend pre-bid meetings, clarificatory meetings, submissions, opening & awarding of Project Work Bid Packages under Bidding/Tendering processes of the project as necessary.
m. Conduct final review, approval, and implementation of the Contract Agreements, Letter of Awards (LOA), Notice to Proceed (NTP) and all related contracts applicable to all projects.
n. To lead the presentation to the Bids and Awards Committee (BAC) all procurement activities.
o. To document all relevant communication to stakeholders all project events that may have an impact to the construction schedule and project cost.
p. Ensure that all permits, clearances and certifications required for and during project construction stage are secured and updated.
q. Lead the coordination with government utility agencies and service providers for the installation of the required utility services for the projects.
r. Attend the conduct of regular and/or special meetings required by the project.
B. Construction Phase
a. Be able to present to higher management and/or assigned Committee, plan to implement the project/s construction giving consideration on the effects of all factors such as project risk, procurement, contractors, project stakeholders, government requirements, etc.
b. Be able to anticipate and discuss construction challenges that may compromise the intended schedule, budget, minimum quality standards and safety then provide technical recommendations to alleviate it.
c. Mandate the compliance of each project on timely submission of Weekly and Monthly Reports including periodic Percent of Completion (POC) Certification required for Accounting Reports and validate legitimacy (i.e. reported accomplishment vs billing vs actual site condition)
d. Together with the construction team, regularly conduct site walk-through inspections. Attend as necessary each assigned project site regularly and conduct of Weekly & Monthly Project Management Meetings.
e. Ensure that all related contract obligations are fairly implemented and measured in compliance based on its intent and purpose.
f. Attend emergency meetings as required with concerned members of the Project Team, Contractors and Suppliers.
g. Responsible for the health and safety of all project stakeholders within the project sites.
h. Ensure that all prescribed timelines are met including but not limited to the processing of Progress payments, Change Order claims, Procurement, etc. with a clear intention and understanding of managing stakeholder’s exposure.
i. Mandate the projects’ implementation of an accident-free workplace program and compliance monitoring to applicable health and safety statutory and legal laws and requirements of the project sites.
j. Responsible for the environmental protection of all project sites internally and externally.
k. Mandate the projects’ implementation of site environmental protection program and compliance monitoring to applicable environmental statutory and legal laws and requirements at different stages of project construction.
l. Mandate compliance of all projects on the conduct of QA/QC inspection on workmanship of completed project works including closures of rectification issues/works prior to turn-over and acceptance of the units.
m. Responsible in ensuring proper turn-over of Units and Common Areas within agreed budget, time and quality standards necessary for building readiness.
n. Establish and communicate key results areas (KRAs) for which the over-all project performance evaluation shall be measured.
o. Provide regular review, assessment and evaluation of the KRAs with project management team.
p. Oversees and monitors compliance of each project sites on the Vendor Performance Evaluation Report (VPER) requirements.
C. Post-construction Phase
a. In coordination with the assigned Committee, comply with the requirements before the assigned project is considered under post-construction phase.
b. Ensure that all project close-out documentations leading to post-construction phase are in place. Such documents are Certification of Completion and Acceptance (COCA) for the various contracts are duly signed by authorized representatives within the prescribed timeline.
c. Ensure that financial close-out per awarded contract is achieved within the prescribed timeline.
d. Ensure orderly close-out of project with stakeholders and transition fully from construction to building operation.

1. Obtain bachelor’s degree in engineering field from a reputable college or university and possessing a valid PRC licensed or its equivalent.

9. Experience in successfully leading projects and programs to on-time, on-schedule, on-quality and on- budget.

The Project Management Assistant Vice President is responsible in overseeing and managing the project engineering and construction management aspects of all development projects within quality, time & budget.
